Independent Inspection and Monitoring Service (Regulation 33, Children’s Home Regulations 2001)
RRC is able to provide a monthly monitoring/inspection service as part of the Regulation 33 requirements of The Children’s Home Regulations 2001. The emphasis of the inspection/monitoring visit provided by RRC is to focus on the quality of care and the ability to meet the needs of the children looked after. The inspection visit will look at how home/unit operates on a daily basis as well as how identified care needs are met and control exercised all of which will be measured against the National Minimum Standards for children's homes 2002.. Any issues of poor practice will be discussed with staff where appropriate to do so and reported together with recommendations for improvement. Good practice is always, encouraged, praised, acknowledged and shared.
As part of this regulation, an unannounced site visit will be undertaken. Staff, children and young people will be spoken to and a visual inspection of the building and surrounding environment carried out. A detailed report will be produced following analysis of care planning, education provision, restraints, sanctions, absconding and missing from care information. In addition to this other records relating to staffing, supervision, meeting records, activities and young people’s consultation/meeting records, daily records/logs, fire records, menu planning, visiting records, statutory looked after and daily care documents for each child will be reviewed and reported on. Any issues difficulties in relation to any of these documents as well as any matters raised by young people or staff will be included in each report and where appropriate to do so, recommendations and advice will always be offered.
The education provision for all the looked after children in the children’s homes is crucial. Records will be inspected for each child’s education and care. Pertinent questions relating to individual young people and their care/education plans will always be asked and an update on the current situation provided in each monthly Regulation 33 report.
The role of the individual carrying out the inspection visit can also assist in children’s service development by providing a regular independent perspective on the functioning of children’s residential provision. This can include advice and recommendations on best practice, on the management of change and improvement in children’s residential social care.
RRC can take responsibility if required to circulate Regulation 33 reports to responsible managers for looked after children, corporate carers and Ofsted.
